Service overview

What this service is

Certification for foreign remittances from India. Delivered end-to-end by Bluman's Chartered Accountants with a fixed scope and a published price.

Who needs it

Residents making a remittance to a non-resident — payments for services, royalties, interest, dividends, purchase consideration or transfers of the taxpayer's own funds abroad — where the bank requires the prescribed declaration and certificate before processing.

What Bluman will do

  • Establish the nature of the payment and whether it is chargeable to tax in India, since that determines which part of Form 15CA applies and whether a certificate in Form 15CB is needed at all.
  • Analyse the withholding position under the Income Tax Act read with the applicable tax treaty, and identify the rate to be deducted.
  • Check the treaty documentation required, including the tax residency certificate, Form 10F and the no permanent establishment declaration where relevant.
  • Issue the certificate in Form 15CB where required, and prepare and file Form 15CA on the portal.
  • Share the filed forms in the format the bank needs for the remittance.

Key deliverables

  • Withholding analysis note
  • Signed Form 15CB, where applicable
  • Filed Form 15CA with acknowledgement

Usually completed quickly once the agreement and beneficiary documentation are available; missing treaty documents are the common delay.

  • · Government fees, portal charges and applicable taxes are billed at actuals.
  • · Timelines start once complete documents and information are received.
  • · Outcomes that depend on a government authority cannot be guaranteed, but every step is tracked and communicated.

Forms and filings involved

  • Form 15CA

Declaration by the remitter, filed on the income tax portal.

  • Form 15CB

Chartered accountant's certificate on taxability and withholding, where required.

  • Form 10F

Declaration accompanying a tax residency certificate for treaty benefit.

Documents required

  • Invoice or agreement supporting the remittance
  • Beneficiary details including country of residence and bank particulars
  • Tax residency certificate and no permanent establishment declaration, where treaty benefit is applied
  • Remitter PAN and portal login credentials
  • Bank remittance form or purpose code, if already prepared

What we need from you

  • Provide the correct nature of payment — the certificate is issued on the basis of what you represent.
  • Deposit the tax deducted, where deduction is required, within the statutory time.

Important conditions

  • The bank's own compliance requirements and FEMA permissibility of the remittance are separate; FEMA advisory is a distinct service.
  • A certificate is issued only where the facts support it.
