Service overview

What this service is

Food licence registration and renewal support. Delivered end-to-end by Bluman's Chartered Accountants with a fixed scope and a published price.

Who needs it

Anyone in the food business — manufacturing, processing, packing, storing, transporting, distributing, selling or importing food — including home kitchens, cloud kitchens, restaurants and traders. The licence category depends on turnover, scale and the nature of the operation.

What Bluman will do

  • Determine the applicable category — basic registration, state licence or central licence — from your turnover, production capacity and whether you operate in more than one state or import.
  • Map your products to the correct food categories, and prepare the supporting documentation the category requires, such as a premises layout, water test report or list of equipment where applicable.
  • Prepare and file the application on the FSSAI portal with the prescribed government fee for the licence period chosen.
  • Respond to queries or a deficiency raised by the licensing authority, and coordinate any inspection requirement.
  • Hand over the licence and explain the display, annual return and renewal obligations attached to it.

Key deliverables

  • FSSAI registration or licence certificate
  • Application record with the reference number
  • Note on display, annual return and renewal dates

Basic registrations usually move faster than licences. State and central licences depend on the authority's scrutiny and any inspection, which is outside our control.

  • · Government fees, portal charges and applicable taxes are billed at actuals.
  • · Timelines start once complete documents and information are received.
  • · Outcomes that depend on a government authority cannot be guaranteed, but every step is tracked and communicated.

How this service runs

  1. 1

    Category assessment

Turnover, capacity and operating states are reviewed and the correct licence category is established.

  2. 2

    Documentation

Product list, premises documents and any technical annexures are assembled.

  3. 3

    Filing

The application is filed on the FSSAI portal with the fee for the chosen period.

  4. 4

    Query handling

Deficiencies raised by the authority are answered and inspection requirements coordinated.

  5. 5

    Licence

The licence is handed over with a note on display, returns and renewal.

Forms and filings involved

  • Form A

Application for basic FSSAI registration for petty food businesses.

  • Form B

Application for a state or central FSSAI licence.

  • Form D1 / D2

Annual or half-yearly return, where applicable to your category.

Documents required

  • Identity and address proof of the proprietor, partners or directors
  • Premises proof — rent agreement or ownership document with a utility bill
  • List of food products or categories handled
  • Premises layout plan and equipment list, for manufacturing categories
  • Water test report, where the category requires it
  • Business registration documents, where applicable

What we need from you

  • Declare products and capacity accurately — the licence is granted on what you state.
  • Display the licence at the premises and comply with the hygiene and labelling requirements attached to it.
  • Renew before expiry; operating on an expired licence carries a penalty.

Important conditions

  • The licence is granted by the Food Safety and Standards Authority of India or the state licensing authority. Bluman prepares and files the application and cannot promise approval.
  • Government fees, water testing charges and any inspection-related cost are at actuals.
  • Product testing, label approval and hygiene audits are separate services.
