Service overview

What this service is

Guidance on outbound remittances and withholding. Delivered end-to-end by Bluman's Chartered Accountants with a fixed scope and a published price.

Who needs it

Individuals and businesses sending money abroad — for education, family maintenance, investment, imports, software or professional fees — who need the permissibility, purpose code, withholding and documentation settled before the bank processes it.

What Bluman will do

  • Establish whether the remittance is permissible and under which route, including the liberalised remittance scheme limits where an individual is remitting.
  • Map the transaction to the correct purpose code, since the bank's processing and the reporting follow from it.
  • Analyse withholding tax on the payment under the Income Tax Act read with the applicable treaty, and set out the documents the treaty benefit needs.
  • Prepare the documentation checklist the authorised dealer bank will ask for, and explain the tax collected at source position where it applies.
  • Coordinate with your bank on queries, and prepare Form 15CA and Form 15CB where required, as a linked service.

Key deliverables

  • Advisory note on permissibility, purpose code and withholding
  • Documentation checklist for the bank
  • Coordination record with the bank

Usually completed within the stated turnaround once the underlying agreement or invoice is available.

  • · Government fees, portal charges and applicable taxes are billed at actuals.
  • · Timelines start once complete documents and information are received.
  • · Outcomes that depend on a government authority cannot be guaranteed, but every step is tracked and communicated.

Forms and filings involved

  • Form A2

Application-cum-declaration to the authorised dealer bank for an outward remittance.

  • Form 15CA / 15CB

Income tax declaration and certificate, where the remittance requires them.

  • Form 10F and tax residency certificate

Documents supporting a treaty benefit claim by the non-resident recipient.

Documents required

  • Invoice, agreement or purpose evidence for the remittance
  • Beneficiary details with country of residence
  • PAN of the remitter
  • Tax residency certificate and no permanent establishment declaration, where treaty benefit applies
  • Bank account details

What we need from you

  • Describe the true purpose of the remittance.
  • Deposit any tax required to be deducted within the statutory time.

Important conditions

  • The remittance is processed by your authorised dealer bank, which applies its own compliance checks; Bluman cannot direct the bank.
  • Form 15CB certification is issued only where the facts support it, and is charged as a separate service where required.
